California black market has increased since marijuana legalization

Due to the expense of having a legal marijuana grow, legal grows are not making much profit and black market activity has increased. California anticipated earning a substantial amount of tax dollars from legalization, but this has not occurred. The state has a surplus of marijuana, and some of it is illegally being sold across state borders all over the country. According to Mendocino County Sheriff Tom Allman, California doesn't have the appetite to prosecute illegal cannabis grows, so he has to be creative and prosecute growers for other violations, such as stealing water or using illegal pesticides.
